  • You may qualify at the GS-13, if you fulfill the following qualifications:
    A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
    • Experience in Medical Countermeasure science and technology research for the treatment of chemical agent exposure based on your knowledge in one or more of the technical program areas of chemistry, biological systems, animal studies, toxicology, and the FDA regulatory process.
    • Creating, guiding and assessing research and development programs/projects.
    • Developing financial plans associated with multi-project research and development portfolios and managing financial resources to achieve obligation and expenditure goals.
    • Experience in writing documents to include reports, strategy documents, and program justifications and presenting facts or ideas to senior government officials.
    • Engaging external partners and stakeholders to promote and/or collaborate on programs and portfolio strategies.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the series in which you are applying.

    Basic Requirements:

    Microbiologist (0403) series: Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.
    OR
    Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education.

    Pharmacologist (0405) series: Degree: major in an appropriate biological, medical, veterinary, or physical science, or in pharmacy that included at least 30 semester hours in chemistry and physiology and 12 semester hours in pharmacology.

    Toxicologist (0415) series: Degree: toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.     Incumbent is required to submit a Financial Disclosure Statement, SF 278, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

    This is an Acquisition Workforce position in the Science and Technology Manager career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.

    A Pharm.D. or Ph.D. in pharmaceutical science (or other relevant program) plus 4 years clinical pharmacology experience in an industrial environment is desired.
