Direct Hire Authority: This position is being filled using 5 U.S.C. 3309-3318 or 5 CFR part 211 and part 337, subpart A , which is the OPM approved government-wide direct-hire authority. Direct-hire authority permits hiring without regard to sections 3309 through 3318 of title 5, including the following competitive requirements: veterans’ preference; "Rule of three;” and rating procedures.
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) ability to develop and apply economic techniques and methodologies to develop new economic guidelines; (b) ability to write policies and standards for agency-wide economic programs and activities; and the ability to deal tactfully and convincingly with others regarding the coordination of policies and procedures; and (c) ability to plan, organize, and carry out studies involving the economic analysis of major agency programs of national scope and impact. Participates in the development and documentation of long- and short-range planning efforts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. In the absence of selective and quality ranking factors, selecting officials will document the job-related reason(s) for qualification determinations.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. You will be required to show proof of educational requirements as well as proof if you are in the 0110 Economics Series.
