You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:
• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Applicants have one year of specialized experience equivalent to at least the grade CG/GS13 grade level in the Federal service. Specialized experience is experience planning projects, procurement management, and coordination of systems development lifecycle activities for the implementation of enterprise class business applications and IT programs (i.e SaaS/PaaS Cloud Solutions, Agile and/or iterative methodologies, ServiceNow, Salesforce) coordinating with business community representatives, managing contractor performance, and ensuring business objectives and budget paramenters are met in accordance with client business objectives.
There is no substitution of education for the experience for this position.

- Knowledge of applying software engineering concepts using Agile practices to lead projects and manage the efforts of an analytical and programming team making modifications to large-scale applications serving a diverse client community.
- Knowledge of system, design and documentation techniques, writing functional requirements, computer programming techniques, job control languages, utilities, database management systems and mainframe, client/server and personal computer programming languages.
- Ability to communicate both orally and in writing at managerial and technical levels, and to deal with opinions and objectives.
- Ability to analyze technical IT problems and devise solutions that have corporate-wide applicability.
