    Minimum Education Requirement:

    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    NOTE: Additionally, to receive credit for coursework that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach a copy of an official course description that clarifies the course has statistical content, or written documentation which must be on official school letterhead from a professor or a school official verifying that the content of the course has either met the 50 percent statistics course requirements or was a statistical course. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

    B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    In addition to the above requirements, you must also meet the following requirements.

    Specialized Experience:

    For GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal services. 

    Specialized Experience includes: being responsible for the validity and technical judgment in the formulation of plans for statistical support programs, in the execution of plans, in the interpretation of findings, and in the recommendations; developing action plans to achieve objectives, determining reasonable segmentation of tasks for assignments to subordinate personnel, coordinating program deadlines and priorities, and establishing statistical project schedules to ensure that all work was completed on time; establishing guidelines for the purpose of evaluating efficiency, accuracy and compliance to specifications, and being responsible for monitoring statistical program progress; providing recommendations and advice for the development and clarification of policies, objectives and program requirements; analyzing program areas and participating in negotiating and solving difficult and unique statistical problems;  preparing comprehensive and precise reports and presentations addressing complex technical or policy concepts. 

    Education cannot be substituted for experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
