  • Recent Graduate Program Eligibility: To meet this requirement, you must have obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the past two years. Veterans who were unable to apply within two years of receiving your degree due to military obligation, have as long as six years after degree completion to apply. If eligible, documentation of your appointment eligibility through transcripts, letters, records or statements issued from the governing body or institution, and veterans' documentation, if applicable, must be submitted with your completed application.

    To qualify for the Financial Analyst, GS-0505-07 position you must possess the following: At least one year of specialized experience equivalent in difficulty and complexity to the GS-05 grade level in the Federal service. To be credible, this experience must include performing duties related to gathering, reviewing, and consolidating narrative information and statistical data to formulate and present budget requests; checking accuracy of budget and program data; preparing preliminary budget estimates; designing or enhancing automated spreadsheets using advanced processes (such as macros, lookup tables, if/then tables, conditional formulas, and pivot tables). This experience must have equipped you with the particular qualifications to perform successful the duties of the position, and must typically be in or related to the position to be filled. Or Have completed one year of graduate level education in a field that is directly related to the work of this position. OR Have successfully completed a bachelors degree with superior academic achievement (in the upper one-third of your graduating class or have GPA of 3.0 or higher out of 4.0 OR a GPA of 3.5 or higher out of 4 based on average of required courses completed in major or required courses in major completed. OR Have a combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

    To qualify for the Financial Analyst, GS-0505-09 position you must possess the following: At least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service performing a minimum of six (6) or more of the following duties: 1) assisting in the preparation of budget estimates and justifications; 2) interpreting OMB directives and circulars; 3) providing information and advice to program managers; 4) reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; 5) monitoring budgets; 6) recommending reprogramming of funds as needed; gathering, reviewing, and consolidating narrative information and statistical data to formulate and present budget requests; 7) checking accuracy of budget and program data; preparing preliminary budget estimates; 8) reviewing and recommending approval, disapproval or modification of budget execution documents; 9) examining financial documents for proper budgetary and accounting classification and authorization; 10) performing reconciliations; analyzing a variety of budgetary, accounting, and financial accounts; 11) preparing budgetary financial reports from various financial systems; and/or analyzing financial, budgetary and statistical data from a variety of sources using various tools (such as Excel's pivot tables); or 12) designing or enhancing automated spreadsheets using advanced processes (such as macros, lookup tables, if/then condition formulas, and pivot tables) to assist in the analysis of large amounts of data and/or improved efficiency of budget formulation and execution. This experience must have equipped you with the particular qualifications to perform successful the duties of the position, and must typically be in or related to the position to be filled. OR Have completed one year of graduate level education in a field that is directly related to the work of this position. OR Have completed 2 years of progressively higher level graduate education leading to a masters degree or masters equivalent graduate degree, in a field that is directly related to the work of this position. OR Have a combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
