  • Recent Graduate Program Eligibility: To meet this requirement, you must have obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the past two years. Veterans who were unable to apply within two years of receiving your degree due to military obligation, have as long as six years after degree completion to apply. If eligible, documentation of your appointment eligibility through transcripts, letters, records or statements issued from the governing body or institution, and veterans' documentation, if applicable, must be submitted with your completed application.

    To qualify for this position, you must have a Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 semester hours may include up to 6 hours of credit in business law. (MUST SUBMIT TRANSCRIPTS)
    OR
    B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following): (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    FOR THE GS-07 GRADE LEVEL
    Possess at least one year of specialized experience, equivalent in difficulty and complexity to the GS-05 grade level. To be credible, this experience must include performing duties that require basic accounting concepts, principles and methods to prepare accounting entries, retrieve financial data and generate financial reports; ability to interpret OMB guidance, Treasury regulations, rulings, the Internal Revenue Manual, agency policies and procedures manuals to complete assigned; identify financial input and output needed to analyze financial reports and interpret financial data; and utilize financial systems and databases to prepare accounting entries, retrieve financial data and generate financial reports. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. OR Have completed one year of graduate level education in a field that is directly related to the work of this position. OR Have superior academic achievement: I'm in the upper one-third of my graduating class OR Have a GPA of 3.0 or higher out of 4.0 OR a GPA of 3.5 or higher out of 4.), based on average of required courses completed in major or required courses in major completed. OR Have a combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

    FOR THE GS-09 GRADE LEVEL
    Possess at least one year of specialized experience, equivalent in difficulty and complexity to the GS-07 grade level in the normal line of progression for the occupation in the organization. To be credible, this experience must include: analyzing and reconciling a variety of routine accounts and transactions in support of the organization; formulating a variety of routine financial reports; enter, modify, retrieve, and delete information in an automated accounting system; providing advice to management of organization serviced; assisting management in applying financial data and recommending alternatives to resolve problems. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. OR Have completed 2 years of progressively higher level graduate education leading to a master's degree or master's equivalent graduate degree, in a field that is directly related to the work of this position. OR Have a combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
