Job Announcement

The Department of Human Resources is seeking a self-motivated individual to join the Organizational Development and Training (OD&T) Division. Responsible for the countywide FOCUS ILT, Instructional Design and Development (i.e., ILT and eLearning), and training center support. Specific duties are as follows:
  • Conducts FOCUS (an SAP product) instructor-led training.
  • Schedules FOCUS instructor-led training and enters in Employee U based on end-user demand.
  • Creates and tests FOCUS training scenarios in the FOCUS training environment.
  • Creates and updates FOCUS work instructions using uPerform.
  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data.
  • Utilizes, designs and develops virtual learning using E-learning authoring tools such as Adobe Presenter, Captivate or uPerform.
  • Designs, develops, and delivers E-learning and instructor-led courses for users.
  • Defines, creates and maintains FOCUS documentation, job aids, and quick reference materials.
  • Works with FOCUS Business owners (i.e., Procurement, Finance, Human Resources) and FOCUS Business Support Group (FBSG) to ensure that the FOCUS Training materials are up to date.
  • Performs analytical studies and needs analysis on end-user population learning opportunities to support FOCUS.
  • Conducts business process and workflow analysis.
  • Develops requirements for new IT solutions and support agency IT projects.
  • Conducts Level 1-3 evaluations on courses.
  • Creates courses (ILT and eLearning), reports, record learning and analyze data from Employee U.
  • Provides consultation to agencies on instructional design for online learning.
  • Supports customers with all technical learning requirements for end user operation competencies.
  • Assists in training room logistics and troubleshooting specifically between 8:00 - 9:00 a.m., as needed.
  • Aids other staff as needed.


Illustrative Duties

Serves as a consultant to departments and agencies on various training/personal development issues;
Delivers and/or coordinates the delivery of various training programs on a countywide basis;
Assesses training needs of various divisions/departments and makes recommendations on program offerings;
Researches new training programs and makes recommendations on their procurement;
Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
Researches technology-based training.

Required Knowledge Skills and Abilities

Considerable knowledge of adult learning theories;
Knowledge of group/team dynamics;
Ability to communicate effectively, both orally and in writing;
Ability to conduct training needs assessments and develop and present training programs;
Ability to manage projects;
Ability to facilitate meetings and consult with agency staff and management;
Ability to keep current on the latest training theory and practice;
Ability to work independently and as a member of a team;
Ability to establish and maintain effective working relationships with peers and other county employees.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
FOCUS or SAP experience. Strong technical background to troubleshoot system problems. Experience acting as an internal consultant to multiple departments. Project management experience, to include experience managing multiple projects at the same time. Experience with technical writing related to user guides, system administration and standard operating procedures. Instructional design experience with creating instructor-led and/or E-learning courses. Knowledge of adult learning theories. Experience with facilitating instructor-led training, conducting workshops and public speaking. Training experience in a classroom setting, using written materials, as well as teaching step-by-step instructions in a test (computer) environment. Excellent communication skills, both written and verbal. Decision-making and problem solving skills. Willingness to learn; quick learner, especially with technology; positive attitude; dependable; adaptable. Ability to make decisions and solve problems. Ability to plan, organize, and prioritize work. Ability to obtain and process information. Ability to work cooperatively with others. Ability to work well on a team.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.

PHYSICAL REQUIREMENTS:
The work for this position includes the frequent delivery of instructor-led training in the classroom which requires moving around to view trainees and computer screens, using a SmartBoard, whiteboard, flipcharts, standing at a podium and being able to carry books and other course materials up to 20 pounds in weight. Ability to stand for up to three (3) continuous hours of during training and presentations. All duties performed with or without reasonable accommodations.
