Job Announcement

Conducts needs assessments, designs, develops and delivers training course offerings or arranges for them to be conducted by a vendor. Plans and facilitates process improvement and implementation of new processes. Conducts evaluations and performs related work as required. Specifically, the trainings will be focused on regulatory compliance of Centers for Medicare and Medicaid Services (CMS), Department of Medical Assistance Services (DMAS) Manuals (PSM, CMHRS, ARTS, RTS), Department of Behavioral Health and Developmental Services (DBHDS), Virginia Code and Managed Care Organizations (MCO), coupled with general compliance concepts that ensure best practices are utilized surrounding clinical and administrative functions of all staff members. Partners with compliance staff to ensure accuracy, consistency and timely dissemination of all information. Maintains working knowledge and ability to effectively use PowerPoint, Excel, related software programs and technology. Utilizes time management tools and efficient and effective communication to accomplish all assigned tasks. Works under general supervision of the training manager.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, Zenger-Miller and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogs and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.

Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.

Employment Standards

Any combination of education, experience and training equivalent to the following: graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and a sanctions screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

  • Master's degree: instructional systems design; training and development; education; curriculum design/instruction, or related field.
  • Ability to facilitate learning using a variety of instructional techniques and formats, including face to face, interactive technology, webinars, virtual training, and videos.
  • Ability to use sound judgment in making independent decisions.
  • Commands exceptional skills in presentation delivery.
  • Ability to develop content for presentation and/or training materials in diverse formats.
  • Ability to identify and describe a range of possible solutions for solving business problems.
  • Promotes and publicizes training classes and workshops and related training functions.
  • Ability to respond to internal staff training and business customer needs.
  • Ability to work closely with subject matter experts to develop course content.
  • Knowledge of adult learning theory, instructional design, and a variety of learning methodologies.
  • Ability to participate in department workgroups and external committees to enhance program services.
  • Ability to collect and analyze information, formulate training and communicate instructions orally and in writing.
  • Must demonstrate a high standard of professionalism and ownership/responsibility.
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 15 pounds. Sufficiently mobile to travel to various sites. Ability to lift audiovisual equipment, training materials and set up training room as needed. All duties perform with or without reasonable accommodations.
