The Fairfax County Wastewater Design and Construction Division of the Department of Public Works and Environmental Services boasts a top-level team of specialized wastewater engineers that manage the design and construction of Capital projects for sanitary sewer infrastructure in Fairfax County to include capital improvements at the Noman M. Cole Pollution Control Plant in Lorton, VA and the network of County-wide sanitary sewer collection systems (gravity lines, force mains, pump stations). The work includes all aspects of planning and design for projects, permitting, bidding, construction management, and project close-out. Fairfax County seeks an experienced individual who will be responsible for the overall leadership, organization, management, and fiscal accountability of all personnel, programs, equipment, training, safety, financial, and budgetary matters for the division.

Skills and Abilities
  • Knowledge of principles and practices of civil engineering, and design and construction contract administration.
  • Knowledge of public procurement and purchasing related to professional services and construction contracts.
  • Experience working with elected officials and local/state/federal government agencies to build alliances and improve collaboration.
  • Knowledge and understanding of alternative delivery methods for construction to include; Design/Build, CMAR, Progressive Design/Build, JOCs, etc.
  • Knowledge of the principles and practices of wastewater design and construction for wastewater conveyance systems and wastewater treatment.
  • Knowledge of Purchasing Resolution and agency-specific A/E and construction contracting requirements.
  • Considerable experience in overall management of engineering and construction contract administration and procedures.
  • Skilled in negotiations.
  • Ability to plan, make investigations and prepare comprehensive technical reports;
  • Ability to establish and maintain effective working relationships with using agencies, the public, other County officials, and other governmental jurisdictions.

Specific Duties

Leads a large division of engineers and other professionals that manage all aspects of design and construction for Wastewater projects at Fairfax County's Wastewater Treatment Plant (the Noman M. Cole Pollution Control Plant) and the network of pump stations and sanitary sewer pipes that comprise the sanitary sewer collections systems. Design responsibility oversight includes: selection of design firms, project management functions to determine project scopes and implement throughout the design process, negotiating contracts, permitting processes, and construction administration. Construction oversight includes: bidding phase, pre-construction activities, full range of construction management activities, claims management and negotiations, and project close-out. Oversees overall project management, construction management, regulatory code compliance, project scheduling, meeting countywide public and environmental safety standards for the implementation of complex Wastewater Projects. Ensures quality control, schedule management, cost control for all assigned capital projects. Ensures safety procedures are followed on all projects. Works with Treatment and Collections using agencies in planning capital projects and ensuring execution of projects to meet user needs.

Promotes staff development opportunities, leads training sessions, coordinates training opportunities in wastewater technical issues, overall project management, and construction management. Serves as a key member of the Capital Facilities leadership/management teams and closely coordinates activities with other members to improve project delivery and customer service. Works with elected officials, other county agencies and state/federal agencies to build alliances and improve collaboration.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus nine years of progressively responsible professional experience in managing the planning, design and construction of large scale capital utilities or building projects, three years of which must have been in a supervisory capacity.

PREFERRED QUALIFICATIONS:
The ideal candidate possesses the following:
  • Ten or more years of progressively responsible experience in all aspects of design and construction contract management for Wastewater Capital projects - preferably in local, state, or federal government.
  • Experience in resolving construction claim disputes and thorough knowledge of construction contract law.
  • Strong written and verbal communication skills.
  • Strong leadership skills to stress the mission, vision, and values of Capital Facilities.
  • Strong knowledge in the procurement of professional service contracts and construction contracts; the award of construction contracts, bidding, and familiarity with federal and state requirements for grant funded projects.
  • Experience working with members elected officials, other county agencies and state/federal agencies to build alliances and improve collaboration.
  • Certified Construction Manager (CCM).
  • Possession of a valid Virginia Professional Engineer. An individual who possesses a valid Professional Engineer in another state will be granted a temporary exemption to this requirement pending the Board for Professional Engineers, Architects, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

LICENSES AND CERTIFICATIONS REQUIRED:
Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. A valid driver's license is required.

PHYSICAL REQUIREMENTS:
The ability to sit, walk and stand for extended periods. The ability to perform repetitive motion duties associated with operating a personal computer. The ability to communicate clearly with others. The ability to safely drive a county vehicle. Ability to visit and walk construction sites including industrial facilities such as wastewater treatment plants and sanitary sewer pump stations. Duties are performed with or without reasonable accommodation.
