Senior Director of Strategic Sourcing and Capital Contracts - Financial Affairs

Georgetown University has set ambitious savings targets through the Georgetown Cost Initiative (GCI), with the goal of improving the University's financial position. As part of GCI, Financial Affairs is creating a University-wide strategic sourcing function. Strategic sourcing is a proven practice that public, private and non-profit organizations have used to reduce costs, improve procurement processes and lessen the impact of budget cuts on mission delivery.

Strategic sourcing is a data-driven process that requires extensive data-mining and analysis to develop the optimal path forward for procurement of specific categories of goods or services. At Georgetown, the success of strategic sourcing efforts depends on stakeholder outreach and effective change leadership. Financial Affairs is seeking a Director of Strategic Sourcing to manage the day-to-day operations of the strategic sourcing function. The Strategic Sourcing Director will engage the University community to build awareness of and support for new contract solutions and business processes. S/he will oversee all facets of contract negotiation and sourcing-focused change initiatives, including managing data analysis activities, directing the efforts of subordinate Strategic Sourcing Managers, supervising progress reporting, and guiding communications and change management efforts. Duties include but are not limited to:

Program Development
  • Develops strategic sourcing plan for assigned goods and services', construction and facilities categories, with guidance and collaboration from the CPO and Georgetown's Senior Financial leadership.
  • Conducts market analyses to develop supply market strategies.
  • Uses category expertise in relevant categories/commodities to establish or refine category strategies.
  • Utilizes deep understanding of industry, supplier dynamics and market trends to determine sources of leverage for the University and execute.
  • Collaborates with University faculty and administrators to develop strategies.


Drive and Conduct Sourcing Process
  • Leads Strategic Sourcing Managers and cross-functional teams through sourcing process and ensure sourcing decisions are consistent with overall University objectives.
  • Defines and conducts RFI, RFP, RFx activities.
  • Creates and models Total Cost of Ownership for categories and sourcing decisions.
  • Drives supplier-selection processes.


Project Administration
  • Complies with the University's board-level policies and procedures for capital project selection and budget approval.
  • Keeps and tracks accurate records of expenditures, contracts, and project activities for management control and proper accounting of direct and indirect expenses.
  • Effectively communicates with suppliers, contractors, construction project teams, and critical customers inside and outside of the University.


Manage Implementation of Sourcing Solutions
  • Tracks and reports on strategic sourcing outcomes, including savings, contract compliance and supplier performance.
  • Develops University-wide change management initiatives to build support for and awareness of new contract solutions and business process.


Leadership
  • Sets priorities, aligns staff, resources and systems and resolves conflicts.
  • Monitors the team's work and takes appropriate steps to ensure that requirements, goals and objectives are met.
  • Routinely informs Financial Affairs and Facilities Leadership about project status, workload, constraints and project pipeline.
  • Anticipates needs, recommends systems, procedures, and resource plans to improve organizational effectiveness and services to customers.


Requirements
  • Master's degree
  • 10+ years of increasingly responsible administrative experience, including training and supervising the work of other and directing varied programs
  • Strong analytical skills: Can effectively use quantitative and qualitative data to make decisions
  • Negotiation skills: Can effectively and assertively explore alternatives and positions to reach mutually beneficial outcomes
  • Facilitates Change: Can provide a vision of end state and encourage others to build in that direction


Preferred Qualifications
  • CPM and/or Higher Education experience a plus
  • PMP, CAPM or other project management certification a plus
  • Formal Legal training a plus
