Costing and Budget Manager - Center for Global Health Practice
The Program Costing and Budget Monitoring Manager will take a lead on costing and budget development for existing and new programs, program expenditure analysis and ongoing budget monitoring to ensure program fidelity and cost effectiveness. The position holder serves as the advisor and technical expert for budget and cost management across all programs. This position works closely with business development teams to prepare cost proposals, activity budgets and supports HQ and field program management teams to track budget performance aligned to program implementation. Duties include but are not limited to:
  • Supports facu l ty portfol i o d i rectors, Principal I nvest i gators, HQ and field program directors to develop and implement framework for continuous program performance review that ensures value for money and accountability for results
  • Supports performance review processes within the field offi ces and provi des technical gu i dance for program staff to imp l ement i n i t i at i ves that will i mprove overall effici ency and effecti veness of field programs.
  • Participate as a key technical resource i n the development of new proposal s and lead development of cost propos a l s
  • Carry out routine expenditure anal ysis of all budgets and make speci fic recommendations to the Director of the Center for Gl obal Health Practice, Pis, field Directors and other staff on cost cutting measures to i mprove efficiency and increase value for money for sponsors
  • Develops tools, templates to guide budget development and monitoring and trains all program management staff in the application of these tools.
  • Prepares cost proposals for new programs that align and translate technical propositi ons into quantified resource requirements that are feasible and value adding.
  • Analyzes and evaluates relationships between major operating program changes and the financial state of the global health portfolio.
  • Takes action to ensure adequate funds for program coverage .
  • Analyzes, evaluates, recommends, and revises annual and program specific budgets.
  • Oversees and manages Center budget operations, in close coordination with the Chief Business Officer and Director for Administration, including both budget formulation and execution.
  • Reviews and formulates guidance for use in developing an integrated budget.
  • Ensures review of a variety of historical data and comparison to current spending i nformat i on and trends for a conso l idated est i mate covering the complex and di verse programs administered. Utilizes the budget system as an evaluation tool i n measuring program performance and effecti veness .
  • Consolidates and validates input from individual program budgets for the presentation of the overall Center annual budget. Oversees the compilation of budget presentation information and materials . Plans and coordinates the presentation of annual and long-range budgets for the substantive and supporting programs administered by the Center.
  • Reviews and evaluates the materials and addresses, donor prioriti es and objectives in the budget documentation.
  • Quantifies and monitors HQ staff and faculty working on global health salary coverage and continuously makes adjustments to refl ect changes i n time comm i tmen t .


Requirements
  • MBA with proven project management competence
  • At least 5 years of experience managing and/or supporting global health projects in a reputable organization
  • Strategic and operational planning experience
  • Excellent writing, communication and costing/budget development and management skills reflected in specific cost proposals developed
  • Experience in program costing and budget development
  • Familiarity with USG rules and regulations
  • Proficiency in project management solutions and budget analysis software tools
