The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County's air, water, and land in a sustainable way while fostering smart growth, a thriving economy, and healthy communities. 

DEP is seeking an experienced individual to serve as a full-time Operations Manager (Program Manager II) in the Department of Environmental Protection, Division of Solid Waste Services, Central Operations Section. This position entails supervisory work.  The primary purpose and responsibility of this position are to manage all aspects of the scale house, transfer station, recycling center, and DOT and non-processible waste programs, including to implement all procurement, contractual, regulatory compliance, facility operations and maintenance, and professional, and public communications related services.

Responsibilities include but are not limited to:

• Monitor the financial status of projects and programs.

• Oversee DOT and non-processible waste processing and hauling.

• Oversee employees, operations, and maintenance at the scale houses at the transfer station and the recycling center.

• Prepare and review contracts, financial and budget analyses, and invoices for payment.

• Regulatory compliance with various County, State, regional, and Federal agencies. 

• Public communication with various local and County organizations.

• Ensure health and safety compliance.

• Assist in readiness to respond to debris management emergencies.

This position REQUIRES POSSESSION OF A VALID DRIVER'S LICENSE and the ability to drive a County vehicle to inspect work sites, monitor and evaluate progress, and to perform work and attend meetings at locations outside the office.  

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.  The individual selected for this position will be considered an "Essential Employee."  Essential employees must report to work during a period of general emergency or liberal leave.

MINIMUM QUALIFICATIONS

Experience: Considerable (five (5) years) experience in operations, maintenance, or program management related to municipal solid waste scales systems, transfer stations, or recycling centers. 

Education: Graduation from an accredited college or university with a Bachelor's Degree. 

Equivalency:  An Equivalent combination of education and experience may be substituted

Driver's License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
