    This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

    You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

    COOP Personnel. This position sustains an organization’s Primary Mission Essential Functions (PMEFs) and Mission Essential Functions (MEFs). The employee may conduct these activities at an alternate site, virtually or through the observance of an alternate work schedule.  Employee is expected to initiate and remain in contact with their Component during an emergency to maintain continuity of operations (COOP).  Employee may be designated as an Emergency Relocation Group (ERG) member or alternate ERG member.

    You do not need a degree to qualify for this position.

    We are looking for at least one year of specialized experience related to this position as described below:

    To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as experience in a leadership capacity, providing guidance and support to junior level staff and coworkers in the completion of major IT projects and systems implementations; AND experience with client/customer support, consultation, and working as a subject matter expert for system development and maintenance. 

    Your answers to the online assessment will be used to evaluate your competencies in the following areas:

    1. Knowledge of service management concepts for networks/VOIP and related standards.
    2. Skill in project management.
    3. Knowledge of network management methods and enterprise architecture.
    4. Skill applying customer support principles, methods, and practices.
    5. Ability to collaborate with multiple organizations and/or organizational units.
    6. Ability to interpret budget and financial reports.

    You must have IT-related experience demonstrating each of the four competencies listed here: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position is not in the bargaining unit.
