    You must meet the following requirements by the closing date of this announcement:

    BASIC REQUIREMENTS (GRADES 11 THROUGH 12):
    You must have a four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university. OR
    At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR

    Exception:
    Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

    In addition to the above, you must meet the requirements described below:

    GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: demonstrated accomplishment of contracting and procurement function assignments that required a range of knowledge of the various types of contacts and methods of contracting. The assignments must have shown completion of the following, or the equivalent: Processing and negotiating on a variety of procurements including open market purchases, task order purchases and delivery orders against existing contracts to provide customers with supplies, services, or equipment. Assisting customers in developing requirements documents for specific procurements. Reviewing Statements of Work to ensure that all technical areas have been addressed and assisting in identifying appropriate contract types; Conducting price reasonableness determination; Preparing and issuing solicitation or request for quotation documents; Performing analysis of proposals or quotes received; Drafting final contract file documentation, and experience inputting information into an automated procurement system to produce awards and contract documents. Negotiating the final terms of the purchase order, task order, delivery order, or contract with vendors and/or participating in formal negotiations with potential contractors.

    You may substitute education for specialized experience as follows: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree equivalent graduate degree education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    For Grade 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

     GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrated thorough knowledge of pre-award and post-award procurement actions that required a wide range of knowledge of multiple aspects of the procurement process. This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels of competition (i.e. sole source, 8a, limited competition, full and open competition), multiple procurement methods forms (i.e. simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), acquired multiple types of needs (i.e. services, supplies, equipment), and participated in multiple parts of the acquisition life cycle (i.e. pre-award, post-award, policy, price analysis).

    BASIC REQUIREMENTS (GRADE 13 & ABOVE):
    You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND
    4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND
    4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR

    Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

    GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrated accomplishment in planning, directing, and administering complex acquisition project assignments that required in-depth knowledge of a wide range of procurement and contracting principles and technical program requirements and techniques. This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels of competition (i.e. sole source, 8a, limited competition, full and open competition), multiple procurement methods (i.e. simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), acquired multiple types of needs (i.e. services, supplies, equipment), and participated in multiple parts of the acquisition life cycle (i.e. pre-award, post-award, policy, price analysis).

    GS-14 LEVEL: You must have 1 year of specialized experience at or equivalent to the GS-13 level that demonstrated accomplishment in planning, directing, and administering complex acquisition project assignments that required in-depth experience applying of a wide range of procurement and contracting principles and technical program requirements and techniques. This experience is generally demonstrated by assignments where the applicant actively participated in multiple levels of competition (i.e. sole source, 8a, limited competition, full and open competition), multiple procurement methods (i.e. simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), acquired multiple types of needs (i.e. services, supplies, equipment), and participated in multiple parts of the acquisition life cycle (i.e. pre-award, post-award, policy, price analysis). AND

    - The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.

    Based on the OPM Qualification Standards, if you occupied a GS-1102 position on or after January 1, 2000, you meet the basic education requirements for reassignment to the GS-1102-13 or above. If you held the 1102 series outside IRS, you must provide a copy of your SF-50 showing you held the series or a copy of your transcripts or equivalent. However, for promotion to the GS-1102-13 or higher grade you must meet the basic education and mandatory training requirements. In this case you must provide a copy of your transcripts or equivalent and mandatory training certification. An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
