This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-

Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes; and Knowledge and understanding of USAF, OSD, and Federal budget processes, including knowledge of the Congressional Budget processes, thorough and detailed understanding of MOB and Treasury policies, directives, and regulations; and Knowledge of budgetary activities of MAJCOMs, SOA, and filed organizations in order to review, combine, consolidate and approve single and multi-year budget requests submitted by those offices; and Knowledge of the agency's mission, programs, and legislative history to determine how they affect the programs and budgets of other DoD and federal agencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
2. Skill in gathering, assembling, and analyzing source of factual information, to develop alternatives and make recommendations to resolve budget/funding problems.
3. Skill in relating entries in the budget to the mission, structure, goals, work processes, and programs of support activities/organizations.
4. Skilled in automated data processing software program and capabilities used to accomplish budget/funding tasks. Ability to recognize software problems and effect resolution through existing maintenance contracts.
5. Skill in formulating, justifying, and executing assigned budget.
6. Skill in preparing written forms, schedules, and reports related to the obligation and expenditure of funds.
7. Ability to communicate effectively, both orally and in writing, to present and/or advise on budgetary processes/actions and provide budget training to a variety of audiences.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
