     GS-14 level: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the federal service.  Examples of specialized experience include: Serving as a technical expert, analyst, or advisor on all matters relating to analytical and evaluative work associated with financial and information resource management efficiency and productivity. Overseeing the planning, programming, budgeting, and acquisition process, a complex IT organization.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    1. Knowledge of applying analytical and evaluative methods and techniques sufficient to independently identify, collect, analyze, and provide expertise in performance analysis and the assessment of program effectiveness.
    2. Ability to gather, analyze, evaluate, and assimilate information concerning administrative and program management processes and the Information Technology Acquisition Review (ITAR) process.
    3. Knowledge of acquisition policies, procedures, methods and techniques for both goods and services for major acquisitions over multiple years (levels of these contracts range from single device of $50,000 to 10 year service or hardware contracts of $500).
    4. Knowledge of administrative laws, policies, regulations, and precedents applicable to the analysis and evaluation of USCG programs.
    5. Skill in implementing, creating, and overseeing a requirements management process that translates high-level operational requirements into functional requirements and then down into detailed technical requirements to be met by the services delivered by the Network Product line. .
    6. Skill in the use of various Office Automation (OA) tools and equipment, which include both commercially available and agency-specific software packages/applications.
