Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here.

In order to qualify for this position, applicant must have at least one year of specialized experience at the GS/CG-15 level or equivalent in the Federal service or private sector (i.e., agency or corporate level expert). Specialized experience is: 
1) experience defining program objectives of community development programs or consumer outreach programs (including for small business and non-profits);
2) preparing strategic planning and establishing program objectives, and 
3) exercising supervisory responsibilities.

This experience must have been performed at a banking, financial services, or non-profit financial services company or within a federal or state financial regulatory agency.

Applicants must have met the qualification requirements (including selective placement factors - if any) for this position within 30 calendar days of the closing date of this announcement.

There is no substitution of education for the experience for this position.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below.  Top ranked candidates will be referred to the selecting official for further review and consideration.

  1. Knowledge of the processes, procedures and methods of program and project management, including the leveraging of data in strategic and business decision making. This knowledge must be sufficient to develop strategic plans, coordinate programs, and implement agency wide policies.
  2. Knowledge of effective community outreach programs and strategies.
  3. Knowledge of financial services business models, product lines and marketing strategies.
  4. Knowledge of laws, regulations and examination policies and procedures pertaining to Community Reinvestment Act, fair lending, and community development or inclusion and the ability to develop and implement programs and operations related to these critical program areas.
  5. Ability to lead others, assign, evaluate and recognize work, as well as provide training, coaching, and counseling.
  6. Ability to develop oral and written presentations on complex, controversial, or problematic financial industry issues for senior agency management and the public.
  7. Ability to establish and maintain effective senior-level working relationships with Federal and State supervisory authorities, the financial industry, community, and/or special interest groups.
