Requirements for the GS-11: Have at least one full year of specialized that is IT-related. This must include activities such as: (1) participating in activities associated with ensuring compliance with enterprise architecture; (2) participating in customer and management involvement throughout the software development process; (3) resolving critical issues affecting the configuration of Information Technology (IT) infrastructure; (4) reviewing program documentation, and evaluating new application software technologies. This experience must be comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained either in private or public sectors).
B. Have successfully completed a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Requirements for the GS-12: Have at least one full year of specialized that is IT-related. This must include activities such as: (1) ensuring customer and management involvement throughout the software development process. (2) collaborating with business owners to understand and develop business and functional requirements; (3) delivering solutions to both technical and non-technical end users; (4) planning and designing systems architecture such as writing and debugging codes; (This experience must be comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors).
Requirements for the GS-13: Have at least one full year of specialized that is IT-related. This must include activities such as: (1) focusing on improving quality, service and responsiveness to client communities. (2) ensuring customer and management involvement throughout the software development process; (3) delivering solutions to both technical and non-technical end users; (4) planning and designing systems architecture such as writing and debugging codes. (5) drafting project plans and identifying resource requirements; (This experience must be comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in private or public sectors).

Application Software-Coordinates the designing, documenting, developing, modifying, testing, installing, implementing, and supporting of new and existing applications.
Enterprise Architecture-Development and interpretation of strategies and policies governing the planning and delivery of services throughout the organization.
