This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. In addition to the selective placement factor to qualify at the GS-11 grade level, you must have one of the following:
A. Ph.D. or equivalent doctoral degree
B. 3 full years of progressively higher level graduate education leading to such a degree
C. LL.M., if related
D. An equivalent combination of education and experience
E. 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal government.
Examples of specialized experience include: identifying and resolving issues or problems of a procedural or factual nature; completing assignments that require using qualitative and quantitative analytical techniques such as: literature search, task analysis, and job structuring; development and administration of questionnaires; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; identifying, analyzing, and recommending solutions to problems in an organizational structure; applying fact-finding and work measurement techniques to prepare and deliver briefings to managers on study findings and recommendations.
In addition to the selective placement factor to qualify at the GS-12 grade level, you must have at least 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal government.
Examples of specialized experience include: planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; developing new or modified organizational structures, management processes, or procedures for administering program services; preparing project papers and staff reports; organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; presenting recommendations and negotiating solutions to disputed recommendations; performing a wide variety of analytical studies and projects related to management improvement, management controls, or long-range planning
It is preferred that the successful candidate have a background, experience, or education in African affairs.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
