    In addition to the selective placement factor to qualify at the GS-11 grade level, you must have one of the following:

    A. Ph. D or equivalent doctoral degree
    OR
    B. 3 full years of progressively higher level graduate education leading to such a degree
    OR
    C. LL.M., if related
    OR
    D. An equivalent combination of education and experience
    OR
    E. 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal government.

    Examples of specialized experience include: identifying and resolving issues or problems of a procedural or factual nature; completing assignments that require using qualitative and quantitative analytical techniques such as: literature search, task analysis, and job structuring; development and administration of questionnaires; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; identifying, analyzing, and recommending solutions to problems in an organizational structure; applying fact-finding and work measurement techniques to prepare and deliver briefings to managers on study findings and recommendations.

    In addition to the selective placement factor to qualify at the GS-12 grade level, you must have at least 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal government.

    Examples of specialized experience include: planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; developing new or modified organizational structures, management processes, or procedures for administering program services; preparing project papers and staff reports; organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; presenting recommendations and negotiating solutions to disputed recommendations; performing a wide variety of analytical studies and projects related to management improvement, management controls, or long-range planning.

    It is preferred that the successful candidate have a background, experience, or education in African affairs.

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    If qualifying based on EDUCATION you MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) official or unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course. All materials must be submitted by the closing date of the announcement.

    Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

    Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.

    Telework Suitability:

    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Selection may require completion of a 1-year probationary period.

    This position allows for a flexible work schedule.
