Position Information

Arlington County's Department of Technology Services (DTS) is seeking an experienced Programmer/Senior Information Technology (IT) Analyst to join its Enterprise Technology and Applications Services (ETAS) Division. This position plays an integral role in the Permit Arlington Program, the County's new land development, building and permitting application (hosted on the Accela Civic Platform) designed to streamline business activities.

The Permit Arlington Program includes a portfolio of Commercial-Off-The-Shelf (COTS) and custom developed business applications requiring configuration, customization, on-going coding and support utilizing programming languages including Python, Java, GO, T-SQL, scripting language (JavaScript), and markup languages (HTML5 and CSS). Reporting to the Permit Arlington Solutions Support Manager, this Programmer/Senior IT Analyst is responsible for supporting all technology requirements associated with developing, implementing, supporting and troubleshooting this enterprise-wide initiative.

Specific duties include:
  • Conducting analysis of application development requirements to determine the type of hardware required for mobile device platform (IOS and/or Android) and/or desktop workstations, and interacting with vendors to resolve configuration issues;
  • Collaborating with clients from departments across the County, operations management, applications and infrastructure teams, and the GIS Developer on data standards, application priorities, system updates and upgrades, API (application program interface) integration changes, and database extracts;
  • Developing and implementing technical applications, functional enhancements, workflows, application extensions and interfaces;
  • Planning and coordinating work schedules including maintenance activities, regular application and disaster recovery testing;
  • Maintaining technical documentation for maintenance schedules, service level agreements, system enhancements and test scenarios;
  • Creating reports in Crystal Reports, PowerBI, Microsoft Access, and/or SQL Server Reporting Services (SSRS) to evaluate operational efficiency; and
  • Providing advice and training to end-users.
The ideal candidate will possess strong analytical, problem-solving, verbal and written communication skills to translate technical information for users at all levels, and will have significant work experience with application configuration and support including interacting with software vendors to resolve issues. Experience with Accela development is highly desirable. Experience with the .Net framework, programming languages including Java, C#, GO, Python 2.X and 3.X, scriptwriting skills using JavaScript, and markup languages are essential to this role, as is experience supporting and maintaining relational databases, managing and installing software updates, and supporting workflows.

Selection Criteria

Minimum: The successful candidate will have a combination of education and/or experience equivalent to a Bachelor's degree in Computer Science or a related field and significant education, training and experience that demonstrates competence in the following areas:
  • Java, T-SQL, HTML5, CSS, C#, or similar object-oriented programming language;
  • Applications support and maintenance of an enterprise level environment; and
  • Developing technical documentation for system enhancements and test scenarios.
Substitution: Additional qualifying experience may substitute for the education on a year-for-year basis.

Desirables: Preference may be given to candidates with knowledge and experience in one or more of the following areas:
  • Working in a Microsoft operating environment, including Active Directory and Server/Desktop operating systems;
  • Programming in Python and JavaScript;
  • Oracle, SQL Server, and/or Postgresql development;
  • Using Microsoft reporting tools (such as PowerBI and SSRS and Crystal Reports); and/or
  • Working on an Accela Civic Platform; and/or Accela Expression Builder.


Special Requirements

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Additional Information

Work Hours: Monday through Friday, 8:00 am to 5:00 pm. On-call hours may be required with some off-hours and weekend work to support production system troubleshooting, maintenance windows, disaster recovery, etc.

This position is part of a broadband, competency based pay program for which the overall salary range is $61,609.60 - $121,076.80 annually. Individuals hired to positions in this pay program will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay pilot participants are eligible for variable salary increases based on performance growth in responsibilities and employee development on a yearly basis.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
