Position Information

The Department of Environmental Service is seeking a Traffic Element Construction Management Specialist for the Intelligent Transportation Systems (ITS) group, as part of the Transportation Engineering & Operations Bureau (TE&O). The ITS group designs, constructs, inspects, maintains and operates Arlington County's signal and streetlight system, which includes 296 traffic signals, approximately 7,350 centrally controlled County-owned streetlights, and tracks and reports outages for approximately 11,300 Dominion Power streetlights. The ITS group is also responsible for a portfolio of 30-40 capital projects comprising $30M in value.

The Traffic Element Construction Management Specialist is a member of a team in the forefront of smart traffic signals and ITS, and is primarily responsible for managing and inspecting complex traffic signal and ITS construction and modification projects.

Specific duties include:
  • Preparing complex traffic signal projects' scope of works, request for proposals, cost estimates, schedules, goals, and deadlines, including the planning and scheduling of their construction;
  • Conducting and attending pre-construction and other construction related meetings including regular on-site meetings;
  • Conducting regular inspections during construction of traffic construction projects and recommending changes to the construction plans to meet field conditions, and ensure compliance with safety precautions, County specifications, and Manual of Uniform Traffic Control Devices;
  • Making field measurements of pay items, and conducting material testing to ensure proper payments to the contractors;
  • Maintaining and reviewing comprehensive project records including daily logs, materials, notebooks, as built plans, pay quantity records, progress schedules, and change orders;
  • Analyzing operational and cost implications of changes in work schedules or scope of work for contracted projects, and recommending alternative actions to contain costs and ensure timely completion of the projects;
  • Ensuring contractors and consultants are accountable for their work performed and authorizing timely payments to the contractors;
  • Providing project schedule updates and feedback to stakeholders and supervisors on potential risks and project status; and
  • Serving as liaison between agencies involved in the operation and construction of traffic signals.


Selection Criteria

Minimum: High school diploma, technical school and/or a college program/courses in a related area, such as civil engineering, architecture or construction management, plus progressively responsible experience in traffic signal operation, construction management, construction inspection, or contract administration.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience or certifications in one or more of the following:
  • Administering or inspecting traffic construction contracts;
  • Preparing project scope of works, request for proposals, and cost estimates;
  • Interpreting road, bridge, and utility construction plans; and/or
  • IMSA Work Zone Safety and Signal Inspector certifications.


Special Requirements

This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation.

Additional Information

Work Hours: Typically 6:00 am to 3:00 pm, Monday through Friday.

This position is part of an alternative pay program that includes career path and pay-for-performance elements. Starting pay within the band is based on a review of qualifications and experience. Pay potential will be based on performance and development.

Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
