Applicants must have a valid Fire fighter 2 certification, Maryland Class"B" driver's license or equivalent, Maryland Institute for Emergency Medical Services Systems EMT-B certification OR National Registry of Emergency Medical Technicians-Basic certification, and a Hazmat Operations Level training certificate. You must attach these certifications to your application.

Candidates competing for an initial appointment must not have reached their 37th birthday in order to be eligible for this position.

Satisfactory completion of pre-employment medical examination is required.

Applicants must meet requirements by the closing date of this announcement.

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

ZA-III: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST). Specialized experience is defined as experience in monitoring, coordinating, and leading work assignments related to fire protection and emergency response.

ZA-IV: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience in planning, organizing, and directing work of a Fire Protection / Emergency Response program.

Candidates competing for an initial appointment must not have reached their 37th birthday in order to be eligible for this position.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains Federal qualification standards. This handbook is available on the OPM website located at http:///www.opm.gov/qualifications

A probationary period may be required.

* Ability to use and maintain hazardous materials response equipment and supplies as evidenced by Hazardous Materials Technician training certificate. This is a screenout question.

* Ability to perform fire emergency functions as evidence by Firefighter II and Fire Officer II certification. This is a screenout question.

* Ability to operate fire equipment and apparatus.
* Ability to understand the principles, practices, and procedures of the field of fire protection and prevention.  
* Ability to plan, manage, and implement a comprehensive program of fire protection and prevention.
* Knowledge of fire detection, suppression, and monitoring systems
* Ability to develop strategies to prevent and/or mitigate potential fire hazards.
* Knowledge of firefighting codes of standard and techniques.
* Ability to work in partnership with state and federal organizations in the fire protection and prevention fields.
* Ability to supervise the work of others.
