    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.


    Specialized experience required for this position is:

    For the GG-13 level:
    1. Providing management consultative services in human resources functions such as recruitment and placement, position classification and management, workforce restructuring, entitlements and allowances.
    2. Provide in-depth advice and guidance to applicants, employees, managers and supervisors on civilian personnel regulations, policies and procedures.
    3. Use of personnel management applications and systems.
    4. Use of automated HR system such as USA Staffing or Hiring portal.
    5. Perform workforce analysis and develop recommendations to assist managers with planning and implementing reorganization.

    For the GG-12 level:
