  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified in any Career Field at Level I, II, or III Certification is required within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Certain positions may be a Critical Acquisition Position (CAP) where you must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

    GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for analyzing and evaluating the effectiveness of program operations.

    GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for (1) analyzing and evaluating the effectiveness of program operations; AND (2) developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs.

    GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for (1) analyzing and evaluating the effectiveness of program operations; (2) developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; AND (3) advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.

    GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for (1) analyzing and evaluating the effectiveness of program operations; (2) developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; (3) advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations; AND (4) researching and investigating new or improved business and management practices for application to agency programs or operations.

    GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for developing, implementing, and managing program requirements, plans, and procedures.

    GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for providing executive-level oversight, management, guidance and direction of administrative and resource operations to include department planning processes and assessing performance improvement initiatives.

    Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-9 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.     Education may be used to substitute specialized experience for the following grade levels:

    For the GS-09:

    • successful completion of a master's or equivalent graduate degree -OR-
    • successful completion of two full years of progressively higher graduate level education leading to a master's degree -OR-
    • obtained an LL.B. or J.D. that is related to the position being filled -OR-
    • a combination of experience and graduate education as described above that equates to one year of experience.

    For the GS-11:
    • successful completion of a Ph.D. or equivalent doctoral degree -OR-
    • successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree -OR-
    • successful completion of an LL.M. degree that is related to the position being filled -OR-
    • a combination of experience and graduate education as described above that equates to one year of experience.
