    This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 5 years by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.

    This position may be filled as a term appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management’s discretion.

    This is an open continuous announcement.  The initial cutoff date for referral is April 8, 2019. After this date additional referral lists will be created as vacancies are available.  This announcement covers multiple positions within the various Directorates of the U.S. Census Bureau through September 30, 2019.

    A trial period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses may be paid.

    Minimum Education Requirement: 

    Specialized Experience: For the GG-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: Experience as a Personnel Security Specialist serving as a liaison with Office of Personnel Management (OPM) and National Background Investigation Bureau (NBIB) to conduct background investigations, make suitability determinations, conduct reviews to ensure regulatory compliance and provide policy, consultation, and advisory services in security and internal control practices. Providing and maintaining administrative and security systems/service for badge issuance and various applicant, employee and contractor security processing.

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

    Specialized Experience: For the GG-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Experience as a Personnel Security Specialist serving as a liaison with Office of Personnel Management (OPM) and National Background Investigation Bureau (NBIB) to conduct background investigations, make suitability determinations, conduct reviews to ensure regulatory compliance and provide policy, consultation, and advisory services in security and internal control practices. Providing and maintaining administrative and security systems/service for badge issuance and various applicant, employee and contractor security processing.

    Education: Education cannot be substituted for experience at this grade level.

    • Knowledge and ability to apply suitability adjudication guidelines, policies, concepts, principles and practices.
    • Ability to input and manage information into an electronic filing/database system.
