    1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

    Specialized experience for this position is defined as:

    Consulting to other plant molecular biologists, scientists; consulting and negotiating with leading scientific personnel both nationally and internationally on sensitive issues and complex areas; serving as a Program Manager determining scientific focus and direction of the plant genomics, plant molecular biology, plant biotechnology and plant physiology aspects of the research program, preparing calls for proposals, organizing independent peer reviews, recommending funding allocations, organizing meetings, serving as a liaison on committees, and monitoring scientific progress of the program; selecting and ascertaining the qualifications and suitability of peer reviews for proposed new programs and on-going programs; and evaluating the comprehensiveness, balance, appropriateness and applicability of the reviews received.

    1. Knowledge of the current state of a broad range of plant genomics, plant molecular biology, plant biotechnology, and plant physiology that serves the core research programs supported by the organization.
    2. Knowledge relating to the missions and programs of national and international bodies supporting research in the fields of plant genomics, plant molecular biology, plant biotechnology, and plant physiology.
    3. Ability to plan, budget, justify, and allocate funds among a variety of competing programs and requirements, and develop methods and procedures and apply them to novel and unusual highly technical problems and developments.
    4. Knowledge and skill in developing new theories, methods, and procedures and applying them to novel and unusual problems and developments for which there is little, if any precedent therefore advancing cutting edge plant molecular biology.
