    This position is being advertised at the ZA-IV pay band, which encompasses the GS-13/14 grade level.

    To qualify, you must met the following requirements below:

    Education:

    Applicants must possess a professional law degree (LLB or JD) from an ABA-accredited school.

    AND

    Professional Attorney Experience:

    You must provide proof of an active bar membership from a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico, and possess four years of professional attorney experience.

    AND

    Specialized Experience:

    You must have one year of specialized experience equivalent to the GS-12 or equivalent band in the Federal service.  Specialized experience is defined as experience conducting investigations to obtain evidentiary data and recommending a course of action; preparing interpretative or administrative orders, rules, or regulations to give effect to the provisions of governing statutes or other requirements of law; drafting, negotiating, or examining contracts or other legal documents; drafting, preparing formal comments, or otherwise making substantive recommendations with respect to proposed legislation; or drafting and reviewing decisions for consideration and adoption by senior leaders.


    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body http://ope.ed.gov/accreditation/. You must provide valid documentation or you will be found ineligible for consideration. You are not required to submit official documents at this time; copies are sufficient.





    Veterans' Preference Information: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Commerce considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include the information in their cover letter or resume and attach supporting documents e.g., DD-214, Certificate of Release or Discharge from Active Duty and other supporting documents to their submissions. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form SF-15, Application for 10-Point Veteran Preference, and submit the supporting documents required for the specific type of preference claimed (visit OPM website, www. opm.gov/forms/pdfill/SF15.pdf for a copy of SF 15, which lists the types of 10-point preference and required supporting document(s).     Ability to provide legal advice on moderate to complex legal issues with respect to regulatory activities.

    Knowledge of statutes and regulations authorizing agency action as well as knowledge of relevant case law or knowledge of procedural rules and regulations.

    Knowledge of research strategies and techniques sufficient to research legal issues where no clearly applicable precedents are available or it is arguable which precedents apply.

    Ability to provide legal advice on moderate to complex legal issues with respect to a full range of general law issues.

    Knowledge of statutes and regulations authorizing agency actions as well as knowledge of relevant case law or knowledge of procedural rules and issues where no clearly applicable precedents are available or it is arguable which precedents apply.

    Ability to effectively interact and communicate with the highest level officials within an organization in order to provide expert legal advice and information.
