    Extensive knowledge of a wide range of software techniques, requirements, methods and procedures.

    Experience and knowledgeable of the terminologies, methodologies, and research and analytical techniques as applied to highly complex assignments in his/her assigned specialty.

    Experience and skill in interpreting, evaluating and integrating technical software development.

    Experience demonstrating creative thinking and original ideas, and have the confidence to function as a spokesperson for and an authority on development issues.

    Experience and skilled in effective verbal and written communication techniques in order to produce activity and development updates, present briefings at high government or Service levels, and participate in or chair working groups and conferences.

    Experience and knowledge of state-of-the-art software and computer science information as well as hardware interactivity in a distributed computing environment.

    Experience evaluating designs, develops, modifies, implements and maintains program development aids, data access and retrieval routines, inter-process communication routines and other general purpose software for use in a distributed computing environment of large scale, mini and micro digital computers that are used in business applications, workplace automation, and scientific research projects.

    Experience and skill in anticipating future needs and trends and investigating the applications of new technology or the possibility of new approaches to overcome current limitations or to find solutions to continuing problems.
