Cybersecurity Program Analyst, Senior

Key Role:

Act as a key technical expert on financial analysis issues, concerns, and special projects. Provide technical and financial analytic support to the Navy's Cybersecurity programs and efforts, including Computer Network Defense (CND) and Information Systems Security Program (ISSP) programs to ensure requirements align with Navy, Joint, and DoD strategic and Cybersecurity goals and objectives. Conduct research and analysis on Cybersecurity and other IT network technical and financial requirements, budgets, and policy compliance to support the development of information papers and briefings for senior Navy leadership. Participate in planning and support of Navy and DoD IT network and Cybersecurity-related meetings to assess policy, requirements, and warfare capabilities to ensure Navy positions are accurately presented. Create analytic products to support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle, including Program Objective Memorandum (POM) development, integration of IT requirements, and efforts to track developing IT strategies. Provide programmatic analysis and assessments of information assurance and Cybersecurity requirements and capabilities to support and defend Navy strategic investments. This position is located in Arlington, VA. 

Basic Qualifications:

-10 years of experience in a professional work environment

-Experience with researching and formulating Cybersecurity requirements for Navy and DoD programs, including Computer Network Defense (CND) and Information Systems Security Program (ISSP)

-Experience with developing and briefing material to senior client leadership to support decision-making 

-Experience with Microsoft Office, including Word, PowerPoint, and Excel

-Knowledge of PPBE and the requirements generation process

-Active TS/SCI clearance required

-BA or BS degree

Additional Qualifications:

-Experience with Navy staff as military, civilian, or contractor in Joint Staff, OPNAV, or Navy SYSCOMs

-Experience with Navy IT systems and databases

-Knowledge of key Navy Cybersecurity programs and systems currently in service and under development

-Possession of excellent technical, analytic, and organizational skills

-Possession of excellent oral and written communication skills
