Fairfax County, a diverse, dynamic, and growing jurisdiction in the Washington, D.C. metropolitan area, is seeking a highly motivated and qualified Transportation Planner to work on a wide range of transportation planning studies, capital projects, and multi-modal transportation solutions. Primary duties are related to major transportation projects associated with the Dulles Metrorail Project, I-66 improvements, and other large-scale, complex regional transportation initiatives. Responsible for reviewing high level multimodal transportation planning/analysis and coordinating transportation projects through various stages of planning, design, engineering, construction, and project closeout. Requires extensive coordination with various county agencies along with elected officials at all levels of government. In addition, will assist in the coordination efforts with the Metropolitan Washington Airport Authority, Virginia Department of Transportation, Virginia Department of Rail and Public Transportation, Washington Metropolitan Area Transit Authority, and Federal Transit Administration. Specific duties include:
  • Coordination between project contractors, county staff, community stakeholders, and officials as well as federal, state, and regional entities
  • Transit service analysis and coordination with regional transit providers
  • Review of engineering plans and construction project materials under tight deadlines
  • Participation in multi-disciplinary county teams that impact regional projects
  • Review of land use studies to address the impacts of land development activities and major capital projects
  • Coordination of land conveyance activities with the Office of the County Attorney and others
  • Field inspection and coordination
  • Handles project closeout materials and inspection activities
  • Provide technical support for two special transportation tax districts
  • Public speaking and presentation preparation
  • Organization of project files and record-keeping
Illustrative Duties Depending on the functional area of assignment, performs the following tasks:
  • Analyzes performance of a major transportation program and develops and implements strategies for improvement;
  • Serves as a resource for staff in reviewing project and site plans;
  • Serves as project manager for multi-agency programs, traffic operations issues; or projects such as traffic calming or pedestrian initiatives, including budgets;
  • Facilitates interagency coordination on projects;
  • Ensures that all Virginia, county and national reporting requirements are met;
  • Prepares, presents and discusses reports and findings with citizens, other agencies and officials;
  • As subject matter expert, provides guidance to staff, citizens, and officials on procedural and policy matters;
  • Provides technical input and recommendations for regional agencies such as: VRE, WMATA, NVTC, COG, TPB and TCC;
  • Meets with representatives from WMATA, VDOT and other county and regional organizations to develop policy and agreements on service levels and coordinating efforts;
  • Coordinates and promotes a particular countywide transportation project or program;
Required Knowledge Skills and Abilities Depending on the functional area of assignment, must possess the following KSAs:
  • Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
  • Thorough knowledge of the principles and methods of transportation/transit regulation, planning, forecasting and analysis;
  • Knowledge of effective supervisory methods, practices and techniques;
  • General knowledge of finance and budgeting;
  • Ability to manage complex projects independently or to serve as team leader;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
  • Ability to establish and maintain effective working relationships with others, including citizen's groups, community, county, and state officials.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Strong background in multiple aspects of transportation including planning and construction is preferred. Requires experience in project management for large scale and complex transportation projects. Experience coordinating with local, state, and federal government organizations, experience with government organizations in the Washington, D. C. metropolitan area would be preferred. Ability to organize and coordinate multiple projects and assignments and establish priorities which accurately reflect the importance of the job and accomplish department goals and objectives. Ability to work independently and follow through on assignments with minimal direction. Ability to perform field analysis and inspection of transit facilities and construction projects. Familiarity with land conveyance process and procedures is preferred. Experience working with multiple County agencies as well as large community groups, elected officials, residents, business groups, and associations. Excellent oral and written communications.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. Employee, however, may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. All duties performed with or without reasonable accommodations.
