    To qualify for the GS-14, applicants must have one (1) year of specialized experience equivalent to the GS-13 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following:

    • Experience developing internal policies and operating procedures;
    • Experience providing oversight to and serving as a service advocate for interoperability with federal agencies;
    • Experience developing and delivering detailed internal briefings, executive level briefings, and briefings to other agencies and military services;
    • Experience providing input to the annual budget for consumables, property, and travel necessary to perform duties.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    1. Ability to sort through complex issues, reduce them to clearly understood written direction and properly place them in requirements guidance, instructions, manuals, and other documents. 
    2. Comprehensive knowledge of the full range of guidelines necessary for USCG inclusion in DHS and DoD response and contingency plans. 
    3. Skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors. 
    4. Skill in oral and written communication. 
    5. Knowledge of U.S. Coast Guard capabilities, policies, tactics, and procedures on topics such as counter-terrorism, advanced interdiction, precision marksman, Security Force Assistance, Countering Irregular Challenges, Irregular Warfare, and operational security.
