  • As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. To be considered for this position, all applicants must address each of the Technical Qualifications and the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below in addition to the Technical Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Each Technical Qualification and each Executive Core Qualification must be addressed separately and submitted with your application. The narrative addressing ECQ's must follow the format provided at www.opm.gov/ses/references/GuidetoSESQuals_2010.pdf or you will not receive consideration. Your narratives of the Technical Qualifications may follow this format as well. Narrative Statements for the ECQs must not exceed 10 pages. Technical Qualification Statements may not exceed 2 pages per qualification. If you exceed these limits, you will not be considered. If you do not submit narrative statements addressing the ECQs and Technical Qualifications for this position, you will not receive consideration.

    FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

    TECHNICAL QUALIFICATIONS:
    1. Strong analytical skills to track and analyze data from K-12 academic programs across a large geographic area in order to uncover trends and develop new initiatives, curricula, and programs to address areas in need of improvement with measurable outcomes. Provide specific evidence of successful programs and initiatives under your leadership.
    1. Demonstrated achievement as an educational leader with vision and strong instructional insight to link contemporary educational philosophies and economic priorities that produced positive student outcomes. Provide specific evidence of raising student achievement and academic performance levels.
    1. Demonstrated ability to plan and develop a strong leadership team, including executive staff, principals, supervisors, teachers and other staff, that will lead the planning, development and implementation of a strategic plan for K-12 academic programs that reflects the needs of the students in Indian Country.

    Candidates for this position will need to meet the following basic education requirement to be considered for this position:

    A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
    OR
    B. Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

    Though candidates must possess the education or experience as identified above, candidates with a Master's and/or Doctorate degrees are desirable. Candidates must submit documentation of their educational background to include transcripts, licenses, or other appropriate documentation and experience must be clearly identified in the application or resume.

    Salary: The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position will vary depending on the duty station starting at $149,578 per annum. May be subject to change when 2019 salary tables are implemented. Pay is set based on consideration of the selectee's current salary and other factors.
