    To Qualify for the GS-13: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Examples of specialized experience includes: applying acquisition policies and processes for acquisition programs; utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness; conducting management studies/reviews; working with integrated teams to support projects; monitoring budget allocation and execution; performing in-depth analyses of budget requests.

    To Qualify for the GS-12: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector. Examples of specialized experience includes: applying acquisition policies and processes for acquisition programs; utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness; participating in management studies/reviews; participating in an integrated project team; monitoring budget allocation and execution.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    1. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
    2. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
    3. Knowledge of agency program goals and objectives, the sequence of timing of key program events and milestones and evaluating the worth of program accomplishments.
    4. Skill to plan, organize, and direct team work.
    5. Skill and ability to negotiate effectively with management to accept and implement recommendations.
    6. Ability to obtain a Mid-Level (level II) acquisition certification in Program Management within 18 months of onboarding.
