  • For the GS-13: You must have 1 year of experience equivalent to the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
    Examples of specialized experience must include:
    • Developing long range program goals;
    • Utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness, efficiency, and productivity;
    • Conducting management studies and analyses;
    • Managing budget allocation processes;
    • Working with integrated teams to support projects; and
    • Researching and/or analyzing problems, issues and formulating findings, conclusions, and recommendations.

    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
