    SPECIALIZED EXPERIENCE REQUIREMENTS:  

    Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as: Experience to lead an Information Technology group within a cabinet-level agency or equivalent private sector company providing infrastructure operations; and experience in IT project management and customer service. Provide expert advice, recommendations, and representation in areas of government initiatives, policy analysis, technology assessments, federal policies and initiatives, as well as industry best practices. 

    In addition to the specialized experience required, candidates must have IT-related experience demonstrating each of the four competencies listed below.

    1. Attention to Detail – Provides leadership and guidance on the maintenance, configuration, optimization, and troubleshooting of IT systems to meet customer performance requirements.
    2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication – Communicates technical information regarding systems performance requirements or technologies needed to meet future information technology needs in clear and concise manner to management and the user community.
    4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation.

    1. Mastery level of knowledge of and experience in IT Infrastructure Operations to enable the agency mission and to maximize information value to the mission.
    2. Skill in organizing complex analyses of issues into coherent products specifically designed to influence decision making. Skill in negotiating resolving conflicts of a highly controversial nature, and resolving issues that may impede the progress of senior leadership governance groups.
    3. Mastery level of knowledge in service delivery and customer service.
    4. Mastery level of knowledge in IT project management.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    EDUCATION:

    Education cannot be substituted for specialized experience at the GS-15 grade level.

    Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
