Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

    Part I – Technical Qualifications (TQs) -The TQ questions are mandatory for all applicants.

    TQ 1: Comprehensive executive-level working knowledge of all human resources functions, and demonstrated experience designing and implementing strategic and workforce planning systems, human capital strategies, and process evaluation and re-engineering methodologies, including in a shared services environment.
    TQ 2: Demonstrated ability to provide leadership and manage in an independent organization with rapidly changing priorities and extensive public and Congressional scrutiny in one or more of these functional areas: budget and financial management, information technology, contracting and small purchasing; and property and facilities logistics and management.
    TQ 3:
    Demonstrated leadership overseeing a staff in providing highly complex and technical operational and administrative support services to Federal law enforcement officers, auditors and administrative personnel, in an Inspector General's office, other oversight body, regulatory agency, law enforcement agency or prosecutorial office.

    Part II. Executive Core Qualifications (ECQs) - ECQ questions are mandatory for all applicants UNLESS you are a current member of the career SES, a former career SES member with reinstatement eligibility, or an OPM/QRB certified candidate.

    ECQ 1: Leading Change This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
    ECQ 2: Leading People This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
    ECQ 3: Results Driven This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
    ECQ 4: Business Acumen This core qualification involves the ability to manage human, financial, and information resources strategically.
    ECQ 5: Building Coalitions This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:
    • This position has been designated as a SES – General.
    • OPM Certification: An initial SES career appointment is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
    • Complete a one-year SES probationary period (unless already completed).
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with Selective Service System or are exempt from having to do so.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Submit to a drug test prior to your selection, and random drug testing while you occupy the position.
    • Obtain and use a Government-issued charge card for business-related travel.
