This position will support implementation of new initiatives for the Investments & Capital Markets (I&CM) Division, including back office operations and functions. The successful candidate will develop comprehensive assessments of the impacts and risks associated with proposed new transactions and changes to existing offerings, strategies and business processes. Strong project management skills and capital markets trading front to back office operations knowledge are essential. The role will have regular interaction with I&CM personnel that are responsible for executing, processing, and settling transactions related to mortgages, mortgage-backed securities, debt, derivatives, collateral management and liquidity investments. The position will also partner with colleagues in other business lines, such as Finance, Corporate Tax, Enterprise Risk Management, Legal, Compliance and Information Technology.

* Requesting, documenting and evaluating the impact assessments and the risks related to new initiative (NI) requests consistent with NI governance process
* Managing timelines, deliverables and budgets related to implementation of I&CM projects and initiatives
* Driving efforts to improve operational efficiencies and enhance internal control environment
* Developing or enhancing policies and procedures for business processes
* Supporting ad hoc projects and other duties as assigned

Primary Categories of Work

Technical Project/Change Management

* Support implementation of new initiatives for the Investments & Capital Markets (I&CM) division
* Facilitate I&CM's assessment response and evaluation of new initiatives sponsored by other Freddie Mac divisions
* Knowledge of front to back office capital markets operations, including Liquidity and Asset/Liability Management (ALM) concepts

Qualifications

* Bachelor s degree in Finance, Economics or Accounting or related field
* 8+ years of experience in the financial services industry including capital markets trading front to back office operations
* Strong knowledge of secondary mortgage market and Freddie Mac's business
* Extensive project management and change management execution experience
* Excellent oral and written communication skills
* Experience implementing and assessing operational risk and internal control environments
* Ability to work effectively with continuous change and competing priorities
* Experience defining and documenting business processes and functions
* Ability to develop effective relationships across the firm
