Job Summary This position is located in the Department of Human Services (DHS), Office of Information Systems (OIS), and Application Support Division I (ASD I). The primary purpose of this position is to bring new technologies to use in the Office of Information Systems and implement state of the art applications at DHS. Designs, architects, and leads the develop software applications and implement technology solutions based on business requirements provided by DHS staff. Duties and Responsibilities This position also captures knowledge for solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code. Prepares and installs solutions by determining and designing system specifications, standards, and programming. Improves operations by conducting systems analyses to recommend changes in policies and procedures. Provides training to empower users to administer applications in addition to assisting with end-user training. Works diligently to enhance or improve applications by new processes and ornew programming methodologies. Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as team or project and predicts future environments or the impact on future processing. Responsible for introducing new development tools to improve existing as well as establishing standard for new applications developed in the agency. Identifies infrastructure (servers, security, etc) needed for new applications. Works closely the OIS database and system administrators in driving efficiencies from localwide area network, servers and databases. Liaises with Office of Chief Technology Officer (OCTO) staff to identify opportunities, and develop procedures to establish interfaces andor integrate with District enterprise applications and databases. Incorporate OCTO standards in DHS development methodologies. Incumbent independently learns new programming languages and methodologies, then shares the information with other team members. Works closely with other divisions within OIS to train developers in programming technologies. Knowledge with any of JIRABugzillaHP ALM tools Knowledge developing as well as utilizing web services for transferring data tofrom applications Knowledge in designing and developing user interfaces Be familiar with agile application development methodology. Have the ability to follow a structured application development lifecycle Selective Placement Factors 8 years of experience with JAVA J2EE related components and interfaces including Glass FishJBOSS, XML, HTML, JSP for developing web based applications Qualifications Individual must possess IT-related education andor experience as defined in the Information Technology qualification standard (2210 series). In addition to meeting the basic requirements, at least one (1) year of specialized experience must be equivalent to at least the next lower level. Specialized Experience is work that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of Specialized Experience include experience working with SQL Server, SQLProcedural Language queries, JAX-WS andor JAX-RS andMVCAngular JS architecture using partial views, strongly typed view, controllers and html helpers. Work Environment The work is sedentary. However, some walking, standing, stooping and bending may require some lifting of computers, monitors, printers, computer paper and local travel to various departments. The work is performed in an adequately heated, lighted, and ventilated office or computer center setting.
