If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
• Experience planning, leading, or conducting comprehensive, highly complex workforce analyses, and estimating staffing requirements;
• Experience collecting, analyzing, interpreting, and reporting program statistics, and providing statistical analysis for demand of products or services;
• Experience developing and coordinating workload forecasts for management decisions on a wide range of resource requirements, and evaluating the impact of changes to workload estimates on forecast for current and future years; and
• Experience developing comprehensive workload reports, using a system to define quantitative and qualitative measurements of performance against goals and standards.
There is no substitute of education for specialized experience for the GS-13 position.

• Ability to plan, organize and manage projects.
• Ability to prepare and give formal presentation and recommendations to agency decision-makers both orally and in writing.
• Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of administrative and technical programs.
• Ability to perform management and program analyses.
