    GS-4: Qualifying experience for the GS-4 level includes one (1) year of general experience in clerical, office, or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position, or two (2) years of education above the high school level. Examples of general experience are performing reception duties, such as answering business calls and/or greeting visitors, providing information, and taking messages; performing general clerical duties, such as filing, typing, or maintaining straightforward records; or using common office machines or equipment such as personal computers, copying machines, or fax machines.
    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-4 level may be met by completion of two full years of full-time academic study in an accredited business, secretarial or technical school, junior college, college, or university.
    COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post high school education and general experience may be used to meet the total experience requirements.

    BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.
