    Basic Qualification Requirements:

    For the GS-9, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-7, in the Federal Service.  Specialized experience is defined as experience supporting a continuity program, or a test, training and exercise program or an emergency operations center for an organization; experience may have required the applicant to develop plans and procedures in support of these program areas, and to develop, review, revise and maintain Emergency Management plans and procedures for an organization; or experience supporting, developing, coordinating or conducting training sessions for emergency personnel.

    OR

    You may also qualify with a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

     OR

    Equivalent combinations of education and experience are qualifying.

    For the GS-11, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service.  Specialized experience is defined as experience supporting a continuity program, or a test, training and exercise program or an emergency operations center for an organization; experience may have required the applicant to develop plans and procedures in support of these program areas, and to develop, review, revise and maintain Emergency Management plans and procedures for an organization; or experience supporting, developing, coordinating or conducting training sessions for emergency personnel; manage the collection and analysis of evaluation data generated during assigned tasks and provides guidance to personnel on program evaluation methodologies and procedures.

    OR

    PH.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M or J.D., if related.

    OR

    Equivalent combinations of education and experience are qualifying.

    For the GS-12, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.  Specialized experience is defined as experience supporting a continuity program, or a test, training and exercise program or an emergency operations center for an organization; experience may have required the applicant to develop plans and procedures in support of these program areas, and to develop, review, revise and maintain Emergency Management plans and procedures for an organization; or experience supporting, developing, coordinating or conducting training sessions for emergency personnel; manage the collection and analysis of evaluation data generated during assigned tasks and provides guidance to personnel on program evaluation methodologies and procedures; identify information exchange requirements, establishing partnerships, managing expectations and ensuring delivery of outputs, products, and services in accordance with department and agency level exercise plans and regulations.

    There is no educational requirement at the GS-12 level.
