    BASIC REQUIREMENT:

    You must have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." SUBMIT TRANSCRIPTS -(copies are sufficient) OR

    You must have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.Your background must also include one of the following:

    Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
    A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.     SPECIALIZED EXPERIENCE:

    You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as Applying accounting standards and financial management rules and regulations in accounting operations and financial management; Utilizing automated financial and accounting systems, such as Oracle Financials, to initiate recording of accounting transactions; performing account reconciliations, resolving discrepancies, and conducting complex financial analysis; communicating and presenting accounting work product to management by articulating issues and resolutions; conducting financial reporting responsibilities in accordance with accounting requirements, standards, policies and procedures; applying project management procedures, to ensure timely submission of financial reporting deliverables in accordance with monthly, quarterly, and annual deadlines; assisting in the implementation of policy guidance;

    OR

    Possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree if it provided the knowledge, skills, and abilities necessary to do the work.

    OR

    Have a combination of successfully completed graduate level education and specialized experience that when combined, meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

    Career Ladder position: Full performance grade of this position is GS-12. All requirements must be met and final decision to promote is up to management's discretion. Typically it takes one year to reach full performance level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Time-in-Grade: Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.Submit a copy of your most recent Notification of Personnel Action (SF-50) that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc. Please note: While a General Adjustment and/or Award SF-50 may be your most recent SF-50 it typically DOES NOT show proof of Time in Grade. Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.     If you are claiming CTAP/ICTAP eligibility, you must submit proof by 04/04/2019 that you meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP or you will not receive priority consideration. The proof includes a copy of the agency notice, your most recent Performance Rating, and your most recent SF-50 noting current position, grade level, and duty station. To be considered well-qualified and exercise selection priority of this vacancy, you must earn a minimum score of 85 (prior to the assignment of veteran's preference) on the rating criteria for this position.
