  • GRADE LEVEL REQUIREMENTS:

    In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.

    Specialized Experience: You qualify at the GS-09 level if you possess 1 (one) full year of specialized experience at or equivalent to the next lower grade in the federal service (obtained in the public or private sector) at the GS-7 level which demonstrates the following experience: Provides assistance to users in use of complex materials (e.g. foreign trade data, TSUSA, HTS, legislative histories, etc.) and in conducting research with obscure data and information sources via the library collections, periodicals, reports, CDs, microforms, government documents (both domestic and foreign), electronic libraries and through contacts with other organizations.

    You must provide a copy of your transcript to support this requirement.

    Education cannot be substituted for experience at this grade level.

    To meet Basic Qualifications, all applicants must meet one of the following:

    All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.

    You must submit a legible copy of your college/university transcripts to your online application. Unofficial transcripts are acceptable at the time of application. Official transcripts will be required if selected. Failure to submit the required legible documentation at the time of application will result in disqualification of your application.

    Foreign Education - Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application.

    For GS-7: Applicants must meet the requirements specified in paragraphs A or B below.

    1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    or

    1. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the objectives, principles, and techniques of librarianship.
    2. Knowledge of the literature in the fields of international commerce and trade economics, and trade law.
    3. Knowledge of governmental, professional and international organizations involved in the disciplines of interest to the International Trade Commission.
    4. Knowledge of electronic technology, and information technologies related to librarianship, communications and research, such as OCLC and the Internet.
    5. An ability to communicate complex ideas clearly and persuasively both orally and in writing.

    Best: This highest category will be used for those candidates who possess the type and quality of experience and/or education that substantially exceeds the minimum qualifications of the position, including any selective placement factors and/or appropriate quality ranking factor(s).

    Better: This higher category will be used for those candidates who possess the type and quality of experience and/or education that exceed the minimum qualifications of the position.

    Good: This lowest category will be used for those candidates that meet the minimum qualifications and/or education of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.

    Names of the candidates in the Best category will be sent first to the hiring manager for employment consideration. Within these categories, candidates eligible for veterans preference will receive selection priority over non-veterans. Applicants in other categories will be referred in accordance with category rating procedures.
