  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE for GS-11: Have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 in the Federal service. Specialized experience is experience that equipped you with the particular competencies needed to successfully perform the duties of this position. This includes experience using a full range of Federal classification and position management principles, concepts, practices and techniques.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE for GS-11: Have a Ph.D., equivalent doctoral degree, or at least 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Note education must be in a field that demonstrates the competencies necessary to perform Human Resources work).

AN EQUIVALENT COMBINATION OF QUALIFYING EDUCATION AND EXPERIENCE for GS-11: Have a combination of education and experience. For example, I have 6 months of specialized experience (50% of the experience requirement), and 27 semester hours, or 41 quarter hours of progressively higher level graduate education leading to a graduate-level degree (50% of the education requirement) in a directly related field of study.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE for GS-12: Have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 in the Federal service that includes experience using a full range of Federal classification and position management principles, concepts, practices and techniques. Specialized experience at this level include: ensuring that complex positions are accurately classified; experience which demonstrates expert knowledge of and skill in applying a wide-range of human resources management, principles, concepts and practices, sufficient to provide comprehensive consultant skills related to position classification and position management and answering complex classification questions from other HR Specialists, managers and supervisors.

There is no substitution of education for experience at the GS-12 grade level.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.


Physical Demands: The work is sedentary. Some work may require walking in offices, maintenance facilities, and parks for meetings and to conduct classification work. Work may also require walking and standing in conjunction with travel for attendance at meetings and conferences away from the work site. The work does not require any special physical effort.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions while conducting desk audits or organizational reviews.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
