    In addition, DoD requires the Enterprise Perspective: The ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required.     TECHNICAL QUALIFICATIONS
    1. Demonstrated ability to exercise broad judgment, discretion and individual initiative in managing programs, in defining program needs, and in developing IT strategies, systems, and capabilities to meet the needs of a large, world-wide organization.
    2. Ability to represent DLA at high-level meetings with key officials of the Office of the Secretary of Defense (OSD), the Military Services, Defense agencies, and industry, and in national and international conferences on matters of interest to the Agency and DoD.
    3. Experience establishing business plans for executing assigned projects, managing resources and personnel, and coordinating contract and consulting help to bring projects to a successful conclusion within budget and on time.
    This is a Critical Acquisition Position (CAP) and has also been designated as an Acquisition Key Leadership Position (KLP) within DLA and will meet the necessary Acquisition Corps and program management tenure and certification requirements unless waived by the appropriate DLA official IAW 10 USC Chapter 87 Section 1721 and regulations issued by the Under Secretary of Defense for Acquisition and Sustainment. The incumbent must be certified at DAWIA Level III in Program Management and must possess 10 years of acquisition experience, at least four of which were performed while assigned to a CAP. HOWEVER, these specific requirements may be waived by the Component Acquisition Executive.     The incumbent of this position will be required to sign a written agreement to remain in this key leadership position for a minimum of 3 years.

    DRUG-FREE WORKPLACE:
    The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy. All applicants tentatively selected for DLA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with DLA for a period of six months. This policy extends to random testing for the use of illegal drugs by employees who occupy testing designated positions defined as sensitive in Section 7(d) of Executive Order 12564. The Defense Logistics Agency's Drug Free Workplace Plan's drug testing panel includes testing for the following illegal substances: marijuana, cocaine, opiates (codeine/morphine), 6-Acetylmorphine (heroin), phencyclidine, amphetamines (amphetamine/methamphetamine), methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), oxycodone, oxymorphone, hydrocodone, and hydromorphone.
