    The annual GS-13 salary range starts at $96,970.00

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

    To qualify, you must demonstrate that you possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service. 

    Specialized experience for this position is defined as interpreting and applying human resources principles, practices, laws, and regulations in order to independently perform the full range of labor and employee relations work including providing consultation and assistance to management in the areas of poor performance, misconduct, adverse actions, agency and bargaining unit grievances, appeals, and negotiations with unions.

    The Knowledge, Skills and Abilities (KSA's) required for this position are as follows:

    • Skill in applying advanced labor and employee relations laws, regulations, principles, precedents, and policy.
    • Skill in employee and labor management relations, and performance management activities to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to make decisions or recommendations significantly changing, interpreting, or developing important nationwide policies or programs.
    • Knowledge of employee and labor management relations principles, practices, regulations and legislation.
    • Knowledge of laws, Executive Orders, regulations, policies and concepts pertaining to negotiations of labor agreements, agreement implementation, third party procedures and other issues with union and management.
    • Skill to solve particularly complex and sensitive problems and issues in employee and labor relations
    • Skill in developing and conducting training, briefings, and communicating with a broad spectrum of internal and external personnel.
    • Skill in the researching, interpreting and applying federal HR rules, regulations, policies and directives to a variety of employee and labor management relations issues.
    • Ability to prepare complex written documents.
    • Ability to work effectively as a team member, build team cohesiveness, reach consensus and achieve organizational and team goals.
    • Skill in written and oral communications.
    • Knowledge of HR information systems to develop requests for data related to ER/LR matters.
