    2) reviewing incoming correspondence for distribution or action,
    3) drafting and preparing correspondence in MS Word or similar program
    4) maintaining office calendar for daily and long range activities
    5) managing office records
    6) answering and/or directing telephone calls from the public, news reporters, etc.
    OR
    Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL.B or J.D., in a related field of study
    OR a combination of specialized experience and education that totals 100% of the experience requirement.

    To qualify for the GS-11, in addition to meeting the specialized experience at the lower grade level, you must have one year specialized experience at the GS-9 grade level in the Federal Service or equivalent performing the following:
    1) managing financial, budget, or operations data for an office;
    2) planning and coordinating a variety of administrative support functions of an office to include: credit card purchases, reconciliation of statements, completing requisitions for procurement
    3) analyzing news articles
    4) proofreading news releases or social media for grammar and content
    OR
    Education: 3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree ora L.L.M. in a related field of study
    OR a combination of specialized experience and education that totals 100% of the experience requirement.

    Please see below for examples of combination of education and experience:

    Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

    The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive.

    • The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

    • The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

    One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
