    In addition to the basic requirements described above, you must meet the following specialized experience to be considered qualified for the position:

    To qualify for the GS-15 grade level, you must have at least one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service or equivalent experience in the private sector which has given me the knowledge, skills, and abilities to successfully perform the duties of this position.

    Specialized experience for the GS-15 level includes:

    For this position, specialized experience is defined as advising management on a wide range of complex program activities concerning governance, compliance, accessibility services, and program management activities; serving as a project manager for a large organization; and supervising a staff engaged in substantive information technology programs.

    Such experience may include:
    - Exercising strong controls concerning project and contracting activities.
    - Conducting advanced project management reviews that includes considerable risk and change management, quality control and resources management.

    Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's . The Quality Ranking Factor for this position is the ability to acquire and maintain a Contracting Officers Technical Representative (COTR) certification within 18 months of employment and maintain a valid COTR certification annually thereafter (yearly).

    Substitution of education in lieu of specialized experience may not be used for this grade level.
