  • Basic Requirement:
    For all positions in the 2210 Occupational Series individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    In addition to the basic requirement above individuals must also meet the outlined specialized experience requirement to be considered eligible for this position.

    Specialized Experience:
    To qualify for the GS-14 grade level (starting salary $114,590), you must have at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or equivalent experience in the private sector which has given me the knowledge, skills, and abilities to successfully perform the duties of this position.

    Specialized Experience is defined as: Integrating large and complex enterprise identity and access management solutions through project and program management, applying mastery level knowledge of ICAM business architecture and domains as well as skill in applying at least one identity and access management suite programs (Oracle IAM, CA, Novell, and IBM Tivoli).

    Such Experience May Include:
    • Providing technical advice and guidance to management and other technical specialist on identity and access management issues;
    • Demonstrated mastery and skill of applying cost-benefit analysis principles and methods in developing new methods and procedures related to procurement and acquisition of IT products, systems, services and equipment.

    To qualify for the GS-15 grade level ($134,789), you must have at least one year specialized experience equivalent to at least the GS-14 grade level in the Federal service or equivalent experience in the private sector which has given you the knowledge, skills, and abilities to successfully perform the duties of this position.

    Specialized Experience is defined as: Developing and implementing large and complex enterprise identity and access management solutions, skills in applying ICAM domains, leading projects and program management as it pertains to ICAM business architecture and technical architecture, as well as skill in applying at least two identity and access management suite programs (Oracle IAM, CA, Novell, and IBM Tivoli).

    Such Experience May Include:
    • Serving as the principal ICAM Architect for IT domains.
    • Preparing and implementing project plans.


    Substitution of education in lieu of specialized experience may not be used for this grade level.
